On February 28, 2014, at Can Tho University, President Katamine and four professors of the Graduate School of Fisheries Science and Environmental Studies, Nagasaki University attended the opening ceremony of the Liaison Office of Can Tho University and Nagasaki University. During their stay, the delegation, President Katamine, Prof. Kiyoshi Soyano, Prof. Takayuki Miyanishi, Prof. Atsushi Ishimatsu and Prof. Yoshitaka Sakakura, visited the College of Aquaculture and Fisheries and the College of Environment and Natural Resources to continue discussion on basic and applied research in the field of fisheries and to exchange views towards the protection of the aquatic environment with the faculty members of both colleges. At the ceremony, both Rector Ha Thanh Toan and President Katamine expressed hopes for a stronger and deeper relationship between both universities leading to many fruitful outcomes for both sides.

Can Tho University is located in the Mekong Delta of Vietnam. The university, comprising the College of Aquaculture and Fisheries, the College of Environmental and Natural Resources and other colleges and schools of various academic disciplines, offers undergraduate and graduate programs to more than 40,000 students. Academic exchange between Can Tho University and Nagasaki University initially began several years ago with collaborative research on fishes of the Mekong Delta. Following signing of the Agreement on Academic Cooperation and the MOU on Student Exchange between the two universities in 2013, the MOU signing on the establishment of the Liaison Offices as well as the opening ceremony of the Liaison Office of Can Tho University in Nagasaki University campus took place in January, 2014. Nagasaki University hopes that the Offices will contribute toward further strengthening of research collaboration and an exchange of students and faculty members to build a new framework for fostering scientists in the fields of ocean field research and environmental studies in the southern part of Vietnam.
