令和二年度　学位記授与式告辞（2020年9月18日）

大学院修士・博士前期課程，博士・博士後期課程を修了した皆さん，本日は誠におめでとうございます。列席の研究科長や指導教授をはじめとする教職員一同と共に，皆さんの学位取得を心よりお祝い申し上げます。また，これまで修了生と共に歩んでこられた本日ご列席の皆様にも心よりお慶び申しあげます。特にC0VID-19が吹き荒れる困難な中でも、研究及び学習を続け今日の日を迎えられた皆さんの努力に敬意を表します。
本日，74名の方が長崎大学から修士および博士の学位を授与されました。うち,39名が留学生です。それぞれの学問分野で日夜研鑽を積まれ，高い研究力を身につけられたことにも，心から敬意を表しますと共に大変嬉しく思います。
新型コロナウイルスの登場は、単なる感染症の枠を超えて、社会の構造の変化を促す事態となりました。今から100年前にもインフルエンザによるスペイン風邪が流行し、大恐慌や戦争の原因となったと言われています。有史以来、感染症によって歴史が塗り替えられる事態には枚挙に暇がなく、医療の発達や情報の共有が進んだ現代社会でも防ぐことができなかった事は驚きしかありません。新型コロナウイルスにより、圧倒的な勢いで進んでいたグローバル化に急ブレーキがかかり、国境を越えたヒトとモノの往来がほぼ完全に止まりました。もちろん留学生にとっては極めて厳しい環境となり、経済的に苦境に陥った学生も多数出ました。長崎大学では教職員に寄付を募り、生活苦に陥った学生に公的資金が投入されるまでの大学独自の支援として総額3000万円の支援を行いました。現在もオンラインとオンキャンバスのブレンド型教育を行っていますが、多くの学生や教職員は新型コロナ感染症に対して極めて強い恐れを抱いています。
皆さんが学位を取得され、これから社会にその成果を役立てる時に、私たちを取り巻く環境は、極めて厳しく予想のつかない不安定な様相だと実感していることでしょう。世界経済は、第二次大戦以降最も厳しい景気後退に陥ったと報告されています。そもそも新型コロナウイルスの登場以前から、世界情勢は混とんとしていたところに、歴史的なウイルスが登場し、感染症と経済のコントロールは非常に困難なバランスの上に置かれました。感染の防御策として移動を制限すると、これまでの方法では経済活動が成り立たなくなりました。一方で経済の再開を急いだ国々は軒並み感染の急増に苦しんでいます。経済や感染症の専門家がそれぞれの知識を持ち寄って検討を続けていますが、正解の無い中での模索が続いているのが現状です。
Withコロナ、postコロナの時代には何が正しいことか自分でしっかり判断するCritical thinkingが極めて重要です。溢れる情報の中からfake newsを見極める眼力を身につけ、理性を持って物事を判断することは皆さんが学位を取得する過程で学んでくれたことであり、今後社会に出て、さらにその力を磨いて今後遭遇するであろう難題に対処することが重要です。
このような正解のない難題に対し果敢に立ち向かう時には、それぞれの専門領域を超えた共同collaborationが不可欠です。コロナ禍の世界においては、今まで経験したしたことのない課題に立ち向かうために、文系、理系を問わず、それぞれの専門領域の知恵を出し合い仲間で共同して解決に当たることこそ正解に向かう唯一の道であると信じています。
そして何よりも大切なことは、他人を思いやる気持ちsympathyです。withコロナの時代には、感染症に対する恐れから、偏見と差別が生まれ、その結果恐ろしいほどの破壊的な力が発揮されてしまいます。また自分だけが大丈夫ならいいと考えることで、独りよがりの発想から正しい対応を見失います。他人にこの病気を伝搬させないためにどうするか、また自分が社会に対し何をできる、自分の外を思いやる気持ちを是非皆さんには持ち続けて欲しいと願っています。
私は今年の1月から長崎大学の目指すべき方向としてプラネタリーヘルス（地球の健康）を提唱しました。COVID-19のパンデミックもヒトが自然界に過度に侵入し動物の持つウイルスが伝搬する結果になったと解釈されています。温暖化を含む環境問題や国際紛争などの政治問題、経済や教育格差の増大など各問題は複雑にからみあい、直接あるいは間接的に地球の健康を侵しています。これらに対し、長崎大学は全ての学部の知恵を結集し、地球の健康に取り組む所存です。このような混沌とした時代に、皆さんも社会で、またはアカデミアで、それぞれに学んだ科学を駆使して、地球の危機に対し、敢然と立ち上がって下さい。長崎大学の同窓生としてのネットワークを使い、長崎大学という母校、すなわち皆さんの母港から素晴らしい船出された後も社会に貢献されることを祈念し、私の告辞と致します。

Nagasaki University Fall Diploma Conferral Ceremony (September 18, 2020)

To all students completing Master’s or Doctoral degrees in the spring and fall 2020 semesters, today I offer my heartfelt congratulations. And to all of the Professors and researchers who served as advisors, I honor your dedication and service. Finally, to all who accompanied today’s graduates along the path to today’s achievement, it is a joy to celebrate this milestone with all of you. I wish to particular tribute to your unflagging efforts and determination in the face of the unique difficulties presented by the COVID-19 pandemic.

Today we confer Master’s and Doctoral degrees upon a total of 74 graduates, and among their number are 39 exchange students. Through your diligent work, studying often late into the night, you have honed your expertise in your respective fields, and today’s achievement is a testament to your work-ethic.

The onset of the novel Coronavirus has repercussions that go beyond those of a normal infectious disease, instigating fundamental and long-lasting changes in the very structure of society. A century ago, the Spanish Flu epidemic was cited as a factor in bringing about the Great Depression and a World War. Indeed, since the dawn of time, instances of infectious viruses rewriting history are too numerous to count, so it should perhaps come as no surprise that even in our medically-advanced society with its rapid sharing of information, we were unable to prevent the current outbreak. Novel Coronavirus has taken our overwhelmingly interconnected global society and effectively slammed on the brakes, bringing all of the vast commerce and myriad flow of people and goods across borders to a virtual standstill. Most particularly, the pandemic has placed foreign exchange students in a truly difficult predicament, and has put a terrible financial strain on many of our students. Here at Nagasaki University we have established a unique system of financial aid by combining voluntary teacher donations with matching public funds, and have disbursed a total of 30 million yen to students in financial need. Currently classes are being conducted in a blended online and on-campus format, but many students and teachers are still understandably afraid of the risk posed by the coronavirus.

Today you obtain your academic degrees, and as you step out into society where you will seek to put the knowledge you have acquired to practical use, I imagine that world must seem quite intimidating, and you don’t quite know what to expect. The current world economy is by all reports the most difficult and daunting we have faced since the Second World War. Even before the onset of the pandemic the world situation was turbulent and uncertain, but add to that the historically dire threat posed by the virus, and you have a medical and economic situation that is indeed precarious. With the emergency restrictions placed on human activity to combat the spread of the virus, it is all-but-impossible for many businesses to remain viable. While struggling to rebuild their economies, countries across the world are dealing with massive new outbreaks of the virus. And even as the finest economists and infectious disease experts struggle to pool their knowledge and coordinate an effective response, the search for a perfect solution remains elusive.

In the age of corona, as well as post corona, it is extremely important to employ critical thinking in order to firmly judge what is right. Acquiring the ability to discern fake news from the flood of information, and to make rational decisions, is something that you learned in the process of obtaining a degree, and this will become even more important when you hone these abilities to address the challenges that you may encounter when you are part of the larger society in the future. When boldly confronting such challenges, which may not have correct answers, collaboration across specialized areas is indispensable.

My belief is that, in the world of Corona, in order to confront challenges that we have never experienced before, regardless of whether we belong to the humanities or the sciences, sharing the wisdom of each specialized area and collaborating with colleagues to solve these problems is the only correct path.

Furthermore, the most important thing is sympathy and compassion for others. In the age of corona, fear of infectious diseases can lead to prejudice and discrimination, resulting in terrifying and destructive power. Also, those who are selfish and think that everything is okay as long as they are okay will lose sight of the correct response due to this selfish idea. I hope that you will continue to think about what you can do to prevent the transmission of this disease to others, and what you can do to help society rather than just yourself.

Beginning in January of this year, I advocated planetary health (health of the earth) as the direction that Nagasaki University should aim for. The COVID-19 pandemic has also been interpreted as the result of excessive human invasion into the natural world resulting in the transmission of animal viruses. Environmental problems including global warming and political problems such as international conflicts, economic and educational disparities, etc. are intricately entwined and directly or indirectly affect the health of the earth. To deal with these, Nagasaki University intends to work on the health of the earth by gathering the wisdom of all faculties. In such a chaotic era, please stand up to this crisis of the earth by making full use of the science you have learned in society or in academia. I pray that you will use your network as alumni of Nagasaki University and that you will continue to contribute to society even after your departure from your alma mater of Nagasaki University, your home port.
